City of St. Catharines to Launch Community and Cultural Displays Program on September 4

Aug. 20, 2024 – Next month, the City will introduce a new Community and Cultural
Displays Program, providing local organizations the opportunity to create and showcase
displays that reflect the unique cultural, social, and economic fabric of St. Catharines.
The Community and Cultural Displays Program aims to celebrate the diversity and
vibrancy of St. Catharines by offering a platform for local organizations to raise
awareness for causes, commemorate significant events, or honour notable
achievements. Approved displays will be installed at select City properties, including the
west corner of the front lawn at City Hall and Montebello Park.


Program Details and Requirements
To ensure the safety, integrity, and aesthetic quality of the displays, all installations

must adhere to a set of functional display requirements. Displays must be weather-
resistant, limited to a size of eight feet wide by four feet deep by 15 feet tall, and cannot

include offensive or inappropriate content. Noise-emitting devices are not permitted, and
while displays may be illuminated, the lighting must not disrupt City business or
neighbouring properties.


All applicants must assume responsibility for their displays, including ownership,
storage, and installation. The City will not be liable for theft, damage, or vandalism, and
reserves the right to remove any display deemed unsafe, unstable, or in violation of the
program's guidelines.


Application Process
Applications for the 2024 program will be accepted starting on Sept. 4, 2024, for
installations requested throughout the remainder of the year. Applications for displays in
2025 will be accepted as early as Nov. 1, 2024. Organizations are encouraged to
submit their applications at least eight weeks in advance of their desired installation
date to ensure ample time for review and approval. Applicants must include photos of
their display to be considered.


Applications will be reviewed on a first-come, first-served basis, and successful
applicants will receive instructions on permit completion, insurance requirements, and
installation details. The City will conduct inspections to ensure displays meet all safety
and compliance standards.

Eligibility Criteria
To qualify for the Community and Cultural Displays Program, applicants must represent
organizations operating within the municipal boundaries of St. Catharines. The displays
should contribute to the City's economic, social, environmental, or cultural landscape
and align with the City's commitment to equity, diversity, and inclusion. While a wide
range of causes and events will be considered, requests must be consistent with the
program's guidelines and the City's values.


Ineligible displays include but are not limited to requests related to political events,
individual observances, or matters of ideological conviction. Additionally, displays that
do not have a direct connection to St. Catharines or are inconsistent with City policies or
by-laws will not be considered.
