
Lincoln, ON – (August 1, 2025) – The Town of Lincoln has taken a significant step toward more equitable and effective representation with the conclusion of its Ward Boundary and Council Composition Review. At their meeting on July 30, Council ratified the recommendation presented at the June 30 Council meeting and passed the By-law to adopt a new Ward structure and Council composition for the Town of Lincoln. The new structure will take effect for the 2026 municipal election, subject to any appeals.
The approved changes mean the municipality will move from four wards to three, with two Councillors representing each ward. This will result in six Councillors plus the Mayor, for a total of seven elected Council members.
“Lincoln is growing, and our system of representation needs to grow with it,” said Mayor Sandra Easton. “This review has been a meaningful opportunity to listen to our residents, understand their priorities, and ensure our Council structure reflects our evolving community. I commend Council for making a bold, forward-looking decision that balances today’s realities with a clear vision for the future.”
A ward boundary review examines the Town’s geographical wards ensuring fair and equitable representation for residents and anticipated population growth. The Town of Lincoln began this review initiated by Council in late 2024 and facilitated by Watson & Associates Economists Ltd. The process included a fulsome community engagement process that invited opportunities for community members to share their feedback.
Following extensive analysis, consultation, and engagement, two final options were presented by the Consultant Team at the June 30 Council meeting. Council endorsed Final Option 1, which includes three wards with two Councillors each. The consultants are confident that this structure meets the principles of effective representation and is designed to serve Lincoln's growing population well into the future.
“This has been a valuable process in supporting good governance,” said Michael Kirkopoulos, Lincoln’s Chief Administrative Officer. “Council’s decision reflects a thoughtful approach to representation and a clear focus on long-term sustainability. It’s a meaningful step, and we’re pleased to be among the first in Niagara to explore this path.”
Modest Cost Savings Expected
While the primary goal of the review was to enhance representation, reducing the number of Council members will also result in modest cost savings, primarily through reduced remuneration. These savings will be reflected in future municipal budgets as the Town prepares for the 2026 to 2030 term.

What Happens Next?
Pursuant to Section 222 (4) of the Municipal Act, 2001, S.O. c.25, as amended, any person or agency may make an appeal in respect to the By-law 2025-28, to the Ontario Land Tribunal (OLT) by filing a notice of appeal with the Town Clerk of the Town of Lincoln (4800 South Service Road, Beamsville, ON L3J 1L3) no later than 4:30 p.m. on Monday, September 15, 2025.
The notice of appeal must set out the objections to By-law 2025-28 and the reasons in support of the objections and must be accompanied by the $1,100.00 fee prescribed under the Ontario Land Tribunal Act, 2021, in the form of a certified cheque or money order payable to the “Minister of Finance.” If you wish to appeal to OLT, a copy of the appeal form can be found at the following website: www.olt.gov.on.ca.
